The Republican-controlled Virginia state senate narrowly rejected a bill Monday that would have allowed eligible residents to carry a concealed weapon without a permit. The bill, which received a 20-20 vote from senators, was ultimately killed by a nay tie-breaking vote from Democratic Lt. Gov. Ralph Northam.
