Officials at the IRS headquarters in Washington, as well as those at two other branches of the agency, were involved in targeting conservative groups in addition to the Cincinnati office believed to be behind the probes, which President Obama and IRS officials condemned strongly Monday. The IRS office that specifically targeted Tea Party groups applying for tax-exempt status in the 2012 election also released confidential applications to the investigative news organization ProPublica. The documents had not yet been approved and were not intended to be made public.
