After weeks of internal debate on what kind of tone to set during the 10th anniversary of the 9/11 attacks, the White House has issued guidelines to government officials on how to commemorate the tragedy. One document lists what themes to underscore, including honoring those who serve the military and law enforcement. The other document reminds overseas allies and American embassies that al Qaeda has carried out other attacks around the world since – that 9/11 “is not just about us,” one official told The New York Times. The administration does not seem to be interested in gloating about the death of Osama bin Laden, noting that al Qaeda and its network “still have the ability to inflict harm.”
