Legislators altered a massive defense-spending bill to clarify that the new proposed requirements in detaining al Qaeda suspects will not interfere with civilian law enforcement’s pursuance of domestic terrorism investigations. The change prompted President Obama to guarantee that he won’t veto the controversial $662 billion bill. The bill, which has already passed the House of Representatives, will now move on to the Senate without the threat of rejection from the White House.
