Obama noted that premiums have come in at 15 percent lower than predicted, and the incoming cash to the economy will lower the country's deficit by $100 billion. Opponents still say the law will lead to an increase in costs and decrease in quality of health coverage. "It's well past time to move on as a country," he said to critics.
