The man at the center of the Dover Air Base scandals has submitted his resignation after he allegedly lied to investigators, mutilated a corpse, and attempted to retaliate against his detractors. Quinton “Randy” Keel, 44, was the former director of the Dover mortuary division but had been stripped of his seniority in November after a host of whistleblowers brought suspected misdoings to the attention of military officials. Keel was said to have mismanaged the bodies of military service members and some 9/11 victims, ordering their remains to be dumped in landfills. Keel was the head of what federal investigators said was “gross mismanagement” of American dead coming back from Afghanistan and Iraq as partial remains arriving back from those war zones between 2003 and 2008 were sent to a Virginia landfill if they could not be identified.
