Volkswagen has agreed to address issues with the final 80,000 cars involed in its emissions scandal, a judge announced Tuesday. Volkswagen, which was caught last year fabricating emissions results in order to pass cars off as eco-friendly, has previously agreed to offer buy-backs or "substantial compensation" to the owners of nearly 500,000 vehicles involved in the scandal. Volkswagen also agreed to a $25 million fine paid to the California's Air Resources Board. Owners of the final 80,000 cars will likely be eligible for a compensation offer.
