North and South Korean officials have started talks on reopening the Kaesong industrial complex, a dormant factory just north of a neutral border village that once represented the joint efforts of the two rival countries. Kaesong, which opened in 2005, had been considered a good indicator of how the two nations got along—until it closed in the spring, that is.
