Koreas Start Cooperation Talks

Will 2013 mark the year the Koreas decided to resolve their differences? Not likely, but Saturday marked what could be the start of an uneasy cooperation. North and South Korean officials have started talks on reopening the Kaesong industrial complex, a dormant factory just north of a neutral border village that once represented the joint efforts of the two rival countries. Kaesong, which opened in 2005, had been considered a good indicator of how the two nations got along—until it closed in the spring, that is.
