Outgoing Kentucky Gov. Steve Beshear announced Tuesday he will sign an executive order restoring voting rights to 170,000 nonviolent ex-felons. Kentucky is one of four states that does not automatically restore rights. Beshear laid out three criteria for ex-felons to meet before their rights are restored: 1) They must have fulfilled their sentence; 2) They must have no pending criminal cases or charges; 3) They must not have been convicted of violent crimes, sex crimes, bribery, or treason.
