The California Labor Commission has ruled that Uber drivers are employees and not independent contractors as the company claims, according to documents Uber filed to appeal the ruling Tuesday. The ruling said drivers were "integral" to Uber's business. The Los Angeles Times reports that Uber will have to reimburse employees for tolls and gas, and would have to provide them with benefits. Uber has not yet commented on the ruling.
