Two car bomb attacks killed at least 23 people and wounded dozens in southern Iraq on Sunday, in the midst of upheaval over promised reform plans. The death tolls is expected to rise from the dual blasts, one of which was near government offices and the other was at a bus station. No group has claimed responsibility but it resembled attacks carried out by ISIS.
