As numbers continue to be tallied, Gov. Scott Walker has been declared the projected winner in the Wisconsin recall election Tuesday night, beating out Democratic challenger Tom Barrett, whom he had defeated in the 2010 race. Precincts had reported just around 30 percent of polls when NBC News first projected the race to go in favor of the sitting governor, with other networks quickly following. Walker is seen as surviving a union-backed recall race. Mitt Romney phoned Walker on Tuesday night, also issuing a statement congratulating the governor on his win.
