The European Union is preparing to impose new sanctions on Russia as punished for meddling in Ukraine. “Sanctions are not an end in themselves,” but are meant to discourage Russia from furthering the chaos in Ukraine, EU Commission President Jose Manuel Barroso said on Saturday before a leaders’ summit in Brussels. “Russia should not underestimate the European Union’s will nd resolve to stand by its principles and values.” NATO estimates that 1,000 Russian soldiers are currently in Ukraine, though Russia denies that it has been equipping rebels with arms and training.
